Minutes of Upton Warren Parish Council Meeting
Held on Monday 26th March 2012.
PRESENT.
Councillors C. Scott – Chairman, C. Poole – Vice-Chair, T. Dunkley, Mrs. A. Haywood,
District Councillor Mrs Pearce.
APOLOGIES.
County Councillor Broomfield.
NO PUBLIC COMMENTS.
CO-OPTION OF COUNCILLOR.
Two candidates had applied for the vacancy. Prior to the Business of the Meeting both applicants were interviewed by the Council. A vote to be taken when the item was considered formally at the Meeting.
DECLARATION OF INTEREST.
MINUTES.
The Minutes of the last Meeting held on Monday 26th March 2012 were approved by the Council and signed by the Chairman as a true record.
FORMAL CO-OPTION OF PARISH COUNCILLOR.
Discussion took place, both candidates qualified, it was therefore a difficult decision. The Chairman called for a vote – two in favour of Mr Edgington, two in favour of Mr James. The Chairman had the casting vote which was in favour of Mr James.
Mr Ivor James was formally co-opted on to Upton Warren Parish Council.
PROGRESS REPORT.
BYWATER FARM. An appeal was anticipated, awaiting date. A national planning policy was due to be introduced which supported inappropriate development in the green belt.
WEBSITE. Bulletins and Parish News to be sent to Clerk.
SPEED A38. The result of the speed check was awaited.
MATTERS FOR ACTION.
CHARITIES. No response to the bulletin in Parish Link. It was agreed to put information on the website.
In view of the changes to Council members new Charity Trustees to be appointed.
LACEY’S EDUCATIONAL FUND. It was proposed by Councillor Scott and seconded by Councillor Poole that Councillors Haywood and Dunkley be appointed trustees.
SAUNDERS CHARITY. It was proposed by Councillor Haywood and seconded by Councillor Dunkley that Councillors Poole and Scott be appointed trustees.
FINANCE.
ACCOUNTS FOR PAYMENT. Cheques were drawn in favour of:-
Mrs. G. Pinfield – half year salary £630.00. Expenses £80.19.
H.M. Revenue & Customs £70.00 P.A.Y.E.
Worcestershire County Council £20.00 (Room Hire).
David Miles Gardening Services £169.00 (Lengthsman).
Proposed by Councillor Haywood, seconded by Councillor Scott.
NO PLANNING APPLICATIONS.
DISTRICT COUNCILLORS REPORT.
Monthly Horse Fair to continue at land on A38. Fourteen sales permitted in a year.
No development planned for Upton Warren.
The new building on A38 to be considered for a Wychavon building award.
Crown Lane – proposed development, ecology report awaited. Independent noise/traffic survey to be carried out.
PARISH MATTERS FOR DISCUSSION.
A “for sale” vehicle parked on land at the entrance to the village was scheduled for removal
