DRAFT MINUTES - UPTON WARREN PARISH COUNCIL.

 

Minutes of Upton Warren Parish Council Meeting held at the Sailing Centre on Wednesday 14th November 2007 at 7.30pm.

PRESENT.   Councillors T. Daly (Chairman), C. Scott (Vice-Chair), C. Poole.

J. Cartwright, Mrs. A. Haywood.

District Councillor Mrs. Judy Pearce was also present.

NO APOLOGIES.

DECLARATION OF INTEREST.

PUBLIC QUESTION TIME.   No members of the public were present.

MINUTES.   The Minutes of the last Meeting held on Wednesday 5th September 2007 were approved by the Council and signed by the Chairman as a true record.

PROGRESS REPORT.

WEBSITE.   COUNCILLOR Mrs Haywood wished it to be made clear she no longer operated the Parish Council website, all enquiries should be directed to the Clerk.

Annual leave and illness had prevented the Clerk from publishing the Minutes of the last Meeting (5th September 2007) until 5 days prior to the Meeting.  In future the Minutes to be published on the Website within two weeks of the Meeting.

AGENDA.   It is essential that items for action or decision are published on the Parish Council agenda.  Council procedure requires three working days notice prior to the Meeting.

LITTER PICK 22nd SEPTEMBER 2007.   Two residents and the Clerk were present.

£500. 00 bursary was received from Wychavon.

PARKING RESTRICTION - SWAN LANE.   Those attending services at St. Michael's Church to be asked not to park their vehicles on the dangerous bend adjacent to the Church.

OVERGROWN BOUNDARY HEDGE - SWAN LANE.   Slight improvement, but the overgrown hedge remained a safety hazard.

FINANCE.

PRECEPT REQUIREMENTS 2007/08.   The Council considered the budget for 2007/08, possible increased costs in administration, subscriptions, insurance and audit fees were taken into consideration.  It was therefore resolved to increase the precept by 20% to produce £3,000. 00 per annum.   Carried.

ELECTION EXPENSES MAY 2007 £571. 38.   The costs are met by the Parish, that is from the annual precept.

Request for a grant towards the upkeep of St. Michael's Churchyard.  It was agreed to donate £100. 00.

ACCOUNTS FOR PAYMENT.   Cheques were drawn  in favour of:-

David Miles Gardening Services £280. 00 (2 months lengthsman duties)   Wychavon District Council £571. 38 (Election Expenses),  Parochial Church Council £100. 00 (Churchyard Grant).   Proposed By Councillor Daly, seconded by Councillor Poole.

Two additional cheques were signed for anticipated invoices - Room Hire £10. 00.   Lengthsman Duties December £140. 00.  (Approved).

NO PLANNING APPLICATIONS.

CORRESPONDENCE FOR INFORMATION.   South Worcestershire Core Strategy Briefing 29th November 2007.  The statutory framework will shape housing development in the region until 2026.   A six week public consultation commences November 2007.

FLOOD RECOVERY SCHEME GRANT.   Wychavon are allocating £1,000 towards recovery work.  It was therefore agreed to use the grant for re-instatement of the sluice gate adjacent to the Mill House thus directing potential flood water away from the village and water meadows.

WEST MIDLANDS REGIONAL ASSEMBLY.   A workshop with the aim of gathering information to assist Worcestershire County Council to respond to the Regional Spatial Strategy.  31st January 2008.

DISTRICT COUNCILLOR'S REPORT.   To meet Government targets changes to waste and recycling services are to be introduced, commencing Autumn 2008.

PARISH MATTERS FOR DISCUSSION.   A request was made for a visit from the mechanical road sweeper in the village.
