Minutes of Upton Warren Parish Council Meeting held at the Sailing Centre on Monday 19th May 2008 following the A.G.M.

 

PRESENT.   Councillors T. Daly ( Chairman), C. Scott (Vice-Chair), Mrs. A. Haywood,

County Councillor Broomfield.

APOLOGIES.   Councillors C. Poole, J. Cartwright, District Councillor Pearce.

PUBLIC QUESTION TIME.   Several residents were present to express strong opposition to proposed parking restrictions at Swan Lane adjacent to St. Michael's Church.  Parking was available at the Swan Inn car park for those attending church services who were encouraged to use the facility, however allowances had to be made for the elderly and disabled.  Furthermore the introduction of double yellow lines invaded the rural aspect which should be preserved.

Councillors agreed to consider the points raised when the matter was discussed at the formal Meeting which followed.

A request was made for a regular road sweep.

DECLARATION OF INTEREST.

MINUTES.   The Minutes of the last Meeting held on Wednesday 19th March 2008 were approved by the Council and signed by the Chairman as a true record.

PROGRESS REPORT.

PROPOSED PARKING RESTRICTION - SWAN LANE.   Three letters lodging strong opposition to the proposal were brought before the Council.   Councillors took the view if yellow lines were implemented enforcement would be unmanageable.  It was therefore agreed to take no further action.

LITTER PICK 28th JUNE 2008.   The Clerk to collect litter picking equipment, assemble at Swan Inn car park 10.00am.

SLUICE GATE - RIVER SALWARPE.   Environmental agency asked to inspect.

Areas where regular flooding occurred to be identified.

FINANCE.   Insurance renewal approved £258. 19.

 

ACCOUNTS FOR PAYMENT.   Cheques were drawn in favour of:-

David Miles Gardening Services £168. 00.  £140. 00 (Lengthsman - 2 months).  My Site Manager £323, 13 (Website).   Worcestershire County Council £10. 00 (Room Hire). 

Allianz Insurance plc £258. 19.   Worc.CALC £125. 27.    Proposed by Councillor Scott, seconded by Councillor Daly.

PLANNING.   2, Ivy Barn Cottage, Swan Lane - Condition to allow laundry/store room to be used as kitchen/diner.  No objection.

"Bywater Farm" - Notification of appeal lodged with Planning Inspectorate.

CORRESPONDENCE.   West Midland Regional Spatial Strategy.  Extension of formal consultation to 8th December 2008.

PARISH MATTERS FOR DISCUSSION.   A letter of appreciation be sent to District Councillor Pearce for her approach to Bywater Farm planning application.

UPTON WARREN CHARITIES.

Elizabeth Lacey Educational Fund.   A request from resident Sarah Cox for grant aid towards the cost of course books was authorised in principle by trustee Councillor Daly, approval by second trustee to be obtained.

New trustees to be appointed - agenda next Meeting.

 

There being no Further Matters for Discussion the Meeting closed at 9.15pm.
