Upton Warren Parish Council Meeting
Held on Wednesday 12th May 2010 following the Annual Parish Meeting.
PRESENT.

DECLARATION OF INTEREST.
PUBLIC COMMENTS.
BYWATER FARM GYPSY SITE. Toilet blocks built without permission to be removed, the boundary hedge was overgrown.
The dog fouling bin at Swan Lane was reported damaged.
VILLAGE SURVEY. Upton Warren enjoys protection from the green belt, therefore any future development was considered remote. Affordable housing soon to be available at Wychbold for local people.
MINUTES.
The Minutes of the Meeting held on Wednesday 17th March 2010 were approved by the Council and signed by the Chairman as a true record.
PROGRESS REPORT.
BUS SHELTER. The result of the site meeting with the County Council representative was disappointing, the only suitable site was on the north-bound lay-by A38, with restricted space, it would be necessary to increase the precept to raise funding. “Webbs” were willing to contribute but the major part of the cost would have to be met by the Council.
SWAN INN. The appearance of the boundary area of the car park remained unsightly, the Clerk to contact the area manager with a view to resolving the matter.
LAND A38. Proposed improved access and re-instatement of hard standing track, planning application awaited.
FINANCE.
ACCOUNTS. The accounts and annual return were presented to the Council and approved in readiness for the external audit.
ACCOUNTS FOR PAYMENT.
Cheques were drawn in favour of:-
Worcestershire County Council £10.00 (Room Hire). David Miles Gardening Services £169.00 (Lengthsman). Aon £285.19 (Insurance). Worcs Calc £131.99 (Subscription). Iain Selkirk £85.00 (Internal Audit).
Proposed by Councillor Haywood and seconded by Councillor Cartwright.
PLANNING.
Greenfield Barn, Worcester Road – Certificate of lawful use existing for the use of barns for storage of marquees and associated maintenance storage. No objection.
MATTERS FOR ACTION.
DATE FOR LITTER PICK. Deferred.
LENGTHSMAN FUNDING. A survey conducted by Worcestershire County Council resulted in a reduction of Lengthsman funding for the Parish of Upton Warren. Allocation decreased to £1,900.
PARISH MATTERS FOR DISCUSSION.
PROPOSED GRIT BIN LOCATIONS. Grit bins were suggested for several hazardous locations in the Parish. Worcestershire County Highways to be advised.
Councillors wished to register their concerns about the many lethal “pot holes” observed in the Parish.
There being No Further Matters for Discussion the Chairman closed the Meeting at 9.15pm.
The next Parish Council Meeting to be held on Thursday 8th July 2010.
