Minutes of Upton Warren Parish Council held at the Sailing Centre on Wednesday 19th March 2008 immediately following the Annual Parish Meeting.
PRESENT. Councillors T. Daly (Chairman), G. Scott (Vice-Chair), C. Poole, Mrs. A. Haywood, District Councillor Mrs. J. Pearce.
APOLOGIES. Councillor J. Cartwright, County Councillor Broomfield.
DECLARATION OF INTEREST.
MINUTES. The Minutes of the last Meeting held on Wednesday 9th January 2008 were approved by the Council and signed by the Chairman as a true record.
HOUSING NEEDS SURVEY. The Council discussed the matter in depth. Whilst it was accepted those residents present at the Annual Parish Meeting were unanimously against a Housing Needs Survey, concerns were raised regarding the views of absent residents.
The motion not to hold a Housing Needs Survey was put to the vote - Two abstained. Two in favour. Motion carried.
PROGRESS REPORT.
PARKING RESTRICTION - SWAN LANE. Serious road safety concerns were expressed regarding parked vehicles on the bend adjacent to St Michael's Church. It was therefore proposed to approach County Council Highways with a view to install double yellow lines, a process which promised to be lengthy.
FLOOD RELIEF - SLUICE GATE - SWAN LANE. Environmental Agency to investigate.
SOUTH WORCESTERSHIRE JOINT CORE STRATEGY. Progress meeting on 2nd April 2008.
FINANCE.
CLERK'S SALARY. It was proposed by Councillor Scott and seconded by Councillor Haywood to increase the Clerk's Salary to £1,400 per annum. Carried.
APPOINTMENT OF INDEPENDENT AUDITOR. It was agreed that Mr. I. Selkirk be appointed Internal Auditor for the year.
ACCOUNTS FOR PAYMENT. Cheques were drawn in favour of:-
Worcestershire County Council £10. 00 (Room Hire). David Miles Gardening Services £280. 00 (2 months - Lengthsman Duties). Bromsgrove Printing Co £41. 07 (Stationery). Mrs. G. Pinfield Salary £700. 00. Expenses £111. 77. Proposed by Councillor Haywood, seconded by Councillor Poole.
PLANNING APPLICATIONS.
Bywater Farm, Crutch Lane, Elmbridge - Change of use to residential caravan site for five gypsy families with nine caravans and laying of hard standing. The Council were
strongly against this unauthorised development on green belt land.
3, Ivy Barn Cottages, Swan Lane, Upton Warren - Erection of single storey rear extension: re-submission of W/07/02967/PP. The proposal falls within permitted development category, however, no objection was raised in principle.
Worcestershire County Council - Town and Country Planning General Regulations
1992 - Retention of Mobile Classroom at Upton Warren Outdoor Education Centre.
No objection.
CORRESPONDENCE FOR INFORMATION.
Droitwich Forum for Elderly People - An organisation keen to make contact with older people in rural areas.
Worcestershire County Council - Re: Consultation on the new Children and Young People's Plan for Worcestershire.
DISTRICT COUNCILLORS REPORT. Wychavon were dealing with the Bywater Farm application, the appeal process was in place.
PARISH MATTERS FOR DISCUSSION.
Berry Lane - Bollards warning of road defects could present a safety hazard.
Newhouse Lane/Berry Lane were in urgent need of attention.
There Being No Further Matters for Discussion the Chairman closed the Meerting at 9.35pm.
