Minutes of Upton Warren Parish Council

Held  at the Sailing Centre on Wednesday 22nd September 2008 at 7.30pm.

PRESENT.

Councillors T. Daly (Chairman), C. Scott (Vice-Chair), J. Cartwright,

C. Poole. County Councillor Broomfield.

 

APOLOGIES.

Councillor Mrs. A. Haywood. 

District Councillor Mrs. J. Pearce.

 

PUBLIC QUESTION TIME.

MARQUEE REQUEST.
Further research revealed the purchase of a marquee to hold Parish functions was not practical.

The Manager of the Swan Inn agreed to host the Harvest Auction on 17th October.

Bywater Farm, Crutch Lane, Elmbridge - Planning Appeal 29th November 2008.

Proposal - Change of use to residential caravan site for five gypsy families with nine caravans and laying of hard standing.

Members of the public were informed a local resident was raising funds to finance legal representation.

 

DECLARATION OF INTEREST.

MINUTES.

The Minutes of the Meeting held on Wednesday 30th July 2008 were approved by the Council and signed by the Chairman as a true record.

 

PROGRESS REPORT.

DITCH CLEARANCE.
The brook beneath Swan Lane adjacent to the Mill House required attention.  The contractor to be instructed.

MARQUEE REQUEST.
No further discussion.

OVERHANGING TREES- SWAN LANE.
No response from the owner.

BYWATER FARM.
Written comments from the Parish Council to be sent by recorded  delivery to the Planning Inspectorate.

 

FINANCE.

Internal Audit complete.

ACCOUNTS FOR PAYMENT.

Cheques were drawn in favour of:

Worcestershire County Council £10.00 (Room Hire).
David Miles Gardening Services £168.00 (Lengthsman).
Mrs. G. Pinfield £700.00 (Salary), Expenses £138.78. 

Proposed by Councillor Scott, seconded by Councillor Poole.

 

NO CORRESPONDENCE.

 

NO PLANNING APPLICATIONS.

To avoid delay, planning applications dealt with between Meetings Councillors agreed to make sure Councillors were at home before passing on plans.

 

COUNTY COUNCILLORS REPORT.

Councillor Broomfield wished to draw attention to the dangerous position of the bus stop on A38 opposite Webb's Garden Centre, the area was part of the Dodderhill Parish not the responsibility of Upton Warren.
