Minutes of Upton Warren Parish Council

Held on Wednesday 25th March 2009 at 7.30pm.

PRESENT.  
Councillors T. Daly (Chairman), C. Scott (Vice Chair), C. Poole,

J. Cartwright, Mrs. A. Haywood.

County Councillor Broomfield.

 

APOLOGIES.  
District Councillor Mrs. J. Pearce.

 

PUBLIC QUESTION TIME.  

A member of the public reported damage to the road surface at School Lane caused by the refuse vehicle, Wychavon to be informed.

 

DECLARATION OF INTEREST.  

Councillor Cartwright and Councillor Mrs Haywood expressed their interest in the item Mill House.

 

MINUTES.

The Minutes of the Meeting held on Wednesday 28th January 2009 were approved by the Council and signed by the Chairman as a true record.

 

PROGRESS REPORT.

BUILDING - MILL HOUSE.
An amended plan to be re-submitted. Councillors Cartwright and Mrs A. Haywood left the room.

The Chairman was uneasy with Councillor Cartwright's conduct, he took the view that an elected Councillor should follow procedure when applying for planning permission.

Councillors Cartwright and Mrs. A. Haywood re-entered the room. The Chairman challenged Councillor Cartwright and heated exchanges took place.

LEYLANDII TREES.
No response to the Council's request for the trees to be made safe.

DITCH CLEARANCE.
The blocked ditch at Berry Lane which appeared to cause flooding is to be cleared and a new outlet pipe installed at a cost of £600. 00.

Special funding allowance from Wychavon.

TELEPHONE KIOSK - COOKSEY GREEN.
The vandalised kiosk to be removed.

 

FINANCE.

ACCOUNTS FOR PAYMENT.
Cheques were drawn in favour of:-

Mrs. G. Pinfield - half year salary £700.00, Expenses £83.92.  
Worcestershire County Council £20.00 - Room Hire (2 meetings).  
£336.00 - Lengthsman  (2 months).

Proposed by Councillor Mrs Haywood and seconded by Councillor Scott.

 

MATTERS FOR ACTION.

LENGTHSMAN.  
Contract approved for the year to 1st April 2010.

Wychavon Enforcement Officer to investigate alleged caravan storage at a property on A38.

 

COUNTY COUNCILLORS REPORT.

Worcestershire County Council to make improvements to several footpaths.

Councillor Broomfield agreed to report the appalling condition of a section of Swan Lane.

 

PARISH MATTERS FOR DISCUSSION.

Councillor Cartwright wished to draw the Chairman's attention to a pond created on land at Harefield Farm and a sewage pipe at Church Cottage allegedly connected without planning permission.  The Chairman assured Councillor Cartwright that correct procedure had been followed and permission was granted.

It was reported that tyres had been fly tipped at Rectory Lane.

Concerns were raised regarding speeding vehicles through the village, a 30mph sign could relieve the problem.

The Annual General Meeting to take place on Wednesday 27th May 2009 at 7.15pm followed by the Annual Parish Meeting.

There being No Further Matters for Discussion the Chairman closed the Meeting at 9.10pm.
