Upton Warren Parish Council Meeting

Held on Wednesday 27th May 2009 at 7.55pm.

PRESENT.

Councillors C. Scott (Chairman), C. Poole (Vice-Chair), T. Daly, J. Cartwright, Mrs. A. Haywood.

 

NO APOLOGIES.


DECLARATION OF INTEREST.

Councillor Cartwright declared his interest in the item Building - Mill House.  Councillor Mrs Haywood's connections with Councillor Cartwright constituted  an interest.

 

MINUTES.

First Amendment
Minute Declaration of Interest  Re: Planning Application - Mill House.  The Clerk had advised Councillor Haywood that in view of her close links with Councillor Cartwright she should declare her interest in the planning application.

Second Amendment. Agenda item - Parish Matters for Discussion.  
Councillor Cartwright wished to clarify the Minute referring to the creation of a pond on land at Harefield Farm and a sewage pipe at Church Cottage.  He was asked by two residents of the Parish to raise the matter.

The Minutes of the Meeting held on Wednesday 25th March 2009 were approved by the Council and signed by the Chairman following two amendments.

 

PROGRESS REPORT.

BUILDING - MILL HOUSE.
Councillor Cartwright left the room whilst discussion took place, the Chairman asked Councillor Haywood to remain.

The applicant - Councillor Cartwright had agreed to several modifications put forward by Wychavon planners, the Council to await the amended plan before commenting.

OVERHANGING LEYLANDII TREES.  
No response from owner.

DITCH CLEARANCE - BERRY LANE.
A special flood fund from Wychavon had enabled the Council to instruct the Lengthsman to clear ditches in Berry Lane which hopefully will prevent flooding.

 

FINANCE.

£1,250. 00 precept received.

The Chairman authorised a cheque on 27th April 2009 for £600.00 made payable to David Miles Gardening Services (Ditch clearance).

Cheques were drawn in favour of:-

Worcs. CALC £126.52 (Subscription). 
Allianz Insurance plc £267.27.  
David Miles Gardening Services £168.00 (April), £168.00 (May) - Lengthsman.   Worcestershire County Council £10.00  (Room Hire).

Proposed By Councillor Haywood and seconded by Councillor Cartwright.

 

PLANNING.

"Greenfields Farm", Worcester Road, Upton Warren - change of use from agricultural (farmyard hardstanding) to outdoor caravan storage (Retrospective).  Providing County Highways were satisfied with the access there was no objection, the retrospective application was inappropriate.

 

MATTERS FOR ACTION.

TELEPHONE KIOSK - COOKSEY GREEN.  
As soon as resources allow BT to remove kiosk.

 

DISTRICT COUNCILLORS REPORT.

Due to recession Wychavon financial circumstances were not good which may result in a reduction of front line services.

 

COUNTY COUNCILLORS REPORT.

The bridge at Holt Fleet (A449) was scheduled to be closed for 10 weeks whilst major repairs were undertaken.

 

PARISH MATTERS FOR DISCUSSION.

Increased use of the bus stop on the north side of A38 outside Webb's Garden Centre prompted the Council to consider the provision of a shelter. Webb's to be approached with a view to sponsorship.

The unsightly overgrown area adjacent to the car park at the Swan Inn required attention. Councillor Cartwright agreed to speak with the landlord.

The Chairman thanked Councillor Daly for his term of office as Chairman for the last two years.

The Chairman hoped the planning issue at Mill House could be resolved and Councillor Cartwright now understood planning procedure.

There being No Further Matters for Discussion the Chairman closed the Meeting at 8.40pm.

The next Meeting to be held on Wednesday 29th July 2009 at 7.30pm.
