Minutes of Upton Warren Parish Council Meeting
Held at the Sailing Centre on Wednesday 28th January 2009 at 7.30pm.
PRESENT. Councillors T. Daly (Chairman), C. Scott (Vice Chair), C. Poole,
J. Cartwright, Mrs. A. Haywood.
District Councillor Mrs. J. Pearce. County Councillor Broomfield.
NO APOLOGIES.
PUBLIC QUESTION TIME.
No members of the public present.
DECLARATION OF INTEREST. Councillor Cartwright expressed an interest in the item Building - Mill House.
MINUTES.
The Minutes of the Meeting held on Wednesday 26th November 2008 were approved by the Council and signed by the Chairman as a true record.
PROGRESS REPORT.
DITCH CLEARANCE. The flooding report identifying problem areas in the Parish was confirmed and returned to Wychavon.
An inspection by County Highways of a section of Swan Lane revealed rain water flowing from the fields on to the road, this was thought to be the cause of continuous flooding.
A site meeting to be arranged with the lengthsman with a view to dealing with blocked ditches.
OVERHANGING LELANDII TREES. A copy of the Minute referring to the matter was requested by the resident, but no action taken. The Council were concerned with the safety issue, the Clerk agreed to pay an informal visit.
BYWATER FARM - APPEAL REPORT. The appeal was dismissed, the applicants were allowed 18 months to find alternative accommodation. However, there could be a High Court challenge.
WEBSITE. The website was now up and running. A misunderstanding with the new site provider had caused a temporary hitch.
BUILDING - MILL HOUSE. Councillor Cartwright having registered his interest, left the room.
The Chairman expressed disappointment that Councillor Cartwright had failed to follow correct planning procedure.
It was revealed the applicant was unaware permission was required for the proposed replacement building. A planning application was anticipated.
APPOINTMENT OF INDEPENDENT INTERNAL AUDITOR. It was agreed that Mr Iian Selkirk be appointed Internal Auditor for the year to 31st March 2009.
FINANCE.
ACCOUNTS FOR PAYMENT.
Cheques were drawn in favour of:-
David Miles Gardening Services £336.00 (Dec & Jan) Lengthsman. Worcestershire County Council £10.00 (Room Hire).
Proposed by Councillor Haywood, seconded by Councillor Scott.
NO PLANNING APPLICATIONS.
TELEPHONE KIOSK - COOKSEY GREEN.
In view of the Council's objections to the removal of the kiosk it was likely to remain in situ, therefore it was reasonable not to pursue adoption. Unfortunately the kiosk had been recently vandalised.
CORRESPONDENCE.
SWJCS. Recommended changes - A new site Hill End to the North of Droitwich.
Reduced number of dwellings and associated employment land at Copcut Lane. Increased number of homes north of Pulley Lane and new employment site at Hampton Lovett.
COMMUNITY SUPPORT OFFICER REPORT. Two Road Traffic accidents together with acts of unsociable behaviour reported.
DISTRICT COUNCILLOR REPORT.
Wychavon Budget 2009/10 an increase of 2 1/2% was expected. Reduced interest on investment and a decline in planning applications was having a direct effect on Revenue. The £500. 00 litter pick bursary was to be withdrawn as a cost cutting measure, litter pick equipment remained available if Parish Council's wished to continue with the scheme.
DOG LANE - BRIDLE PATH.
Reports of racing quad bikes and Land Rovers.
The County Council propose to install gates at either end of the lane with access for horses to pass.
COUNTY COUNCILLORS REPORT.
The Lengthsman scheme was highly successful, the County Council were proposing a pay increase.
PARISH MATTERS FOR DISCUSSION.
It was noted that since FOCSA has taken on the road sweeping contract there is an improvement.
There being No Further Matters for Discussion the Chairman closed the Meeting at 8.40pm.
The next Parish Council Meeting will be held at the Sailing Centre on Wednesday 25th March 2009 at 7.30pm.
