Minutes of Upton Warren Parish Council held at the Sailing Centre on Wednesday 5th September 2007 at 7.30pm.

PRESENT.   Councillors T. Daly ( Chairman), C. Scott (Vice-Chair), J. Cartwright, Mrs. A. Haywood.

District Councillor Mrs Pearce was also present.

APOLOGIES.   Councillor Poole.

DECLARATION OF INTEREST.  

PUBLIC QUESTION TIME.   Several members of the public were present to protest against new planning proposals put forward for the County.   Wychavon were once again urging the Parish Council to consider an Affordable Housing presentation by the Community First Housing Enabler.  Following a robust discussion the Council agreed to observe their initial commitment and defer the issue until 2008.

MINUTES.   The Minutes of the last Meeting held on Monday 25th June 2007 were approved by the Council and signed by the Chairman as a true record.

PROGRESS REPORT.   The Website annual fee was fixed at £275. 00 and unlikely to change.  Therefore the Website Manager did not consider a written contract necessary.

The Lengthsman be asked to cut back overgrown foliage at the junction with Swan Lane/Berry Lane.

ADOPTION OF CODE OF CONDUCT.   It was unanimously agreed to adopt the code unamended (Carried).

PLANNING TRAINING.   Councillors were reminded of Planning Training arranged for 18th and 25th September.

Litter Pick 22nd September 2007.  Assemble Swan Inn at 10.00am.

OVERHANGING HEDGE - SWAN LANE.   The Council to ask the owner of the overgrown hedge to take immediate action.

NO PLANNING APPLICATIONS.

FINANCE. 

ACCOUNTS FOR PAYMENT.   Cheques were drawn in favour of:-

County Council £10. 00 (Room Hire).  Mrs. G. Pinfield £592. 00 (half year salary).

Mrs. G. Pinfield £86. 02 (Expenses).  Proposed by Councillor Daly and seconded by Councillor Haywood.

CORRESPONDENCE FOR INFORMATION.  

July Flooding  - Wychavon required information on areas affected by flooding.

 DISTRICT COUNCILLORS REPORT.   Possible changes to Waste Collection to be considered by Wychavon.  Local Road Shows were taking place where the general public could put forward their views.

The District Councillor was allocated a budget of £500 to spend on community projects in the Ward, she would welcome suggestions.

PARISH MATTERS FOR DISCUSSION AND ITEMS FOR FUTURE AGENDA.  

Obstructive parking on the footpath at Swan Lane when church services were in progress was again an issue.  Double yellow lines were suggested.   The Clerk to discuss the problem with Rev. Antell.

Manhole covers were disappearing from the highway in the Parish.
