Upton Warren Parish Council Meeting
Held on Wednesday 17th March 2010 at 7.30pm.
PRESENT.
Councillors C. Scott (Chairman), T. Daly, J. Cartwright, Mrs. A. Haywood.
District Councillor Mrs. J. Pearce. County Councillor Broomfield.

DECLARATION OF INTEREST.
PUBLIC COMMENTS.
Two residents were present to raise their concerns at the result of the recent Wychavon Village Survey. Upton Warren was now classed as a category “2” village, the location was in a conservation area therefore a change of category did not constitute a threat of development.
The owner of the land on the A38 was present, he had restored an alleged hard core track which was once access to Rectory Farm. He informed the Council the land was to be prepared for car boot sales.
MINUTES.
The Minutes of the Meeting held on Wednesday 17th March 2010 were approved by the Council and signed by the Chairman as a true record.
PROGRESS REPORT.
BUS SHELTER. A Meeting with Mr. E. Webb was productive, his company was willing to contribute towards the cost of a shelter. The Clerk to discuss the matter with County Highways.
SWAN INN. The appearance of the area around the car park remained unsightly.
FINANCE.
ACCOUNTS FOR PAYMENT. Cheques were drawn in favour of:-
David Miles Gardening Services £672.00 – Lengthsman (4 months).
Worcestershire County Council £10.00 – Room Hire.
Mrs. G. Pinfield £700.00 (Salary), Expenses £50.72.
Proposed by Councillor Haywood, seconded by Councillor Cartwright.
APPOINTMENT OF INTERNAL AUDITOR.
The Council approved the appointment of Mr. Iain Selkirk as Independent Internal Auditor for the year ended 31st March 2010 at a fee of £85.00.
PLANNING APPLICATIONS.
4, Rectory Farm Barns, Upton Warren – Two storey side extension. No objections.
Upton Warren Moors Pool, Worcester Road, Upton Warren – Extension to existing car park to provide tweny car parking spaces. No objection.
MATTERS FOR ACTION.
LAND A 38 – ALLEGED CONSTRUCTION OF HARD STANDING TRACK. Following on from earlier discussion, permission was required for the track, provided the proposal satisfied planning conditions, the Council would support the application.

SWJCS Consultation Meeting at Wychbold Community Hall 27th March.
DISTRICT COUNCILLORS REPORT.
GYPSY SITE – BYWATER FARM. Wychavon had secured a successful court result, the hard standing surface drive to be removed.
Several dead Elms at Berry Lane and Cooksey Green required attention, the Lengthsman be asked to carry out the work.
Wychavon Council Tax to increase by 1.9%.
COUNTY COUNCILLORS REPORT.
Huge opposition to the proposed waste disposal unit at Hartlebury.
As a cost cutting process the County Council to reduce staff by natural wasteage.
PARISH MATTERS FOR DISCUSSION.
Date to be fixed for Litter Pick.
Lack of grit had caused severe hazard to many residents, grit bins to be filled in readiness for next winter.
There being No Further Matters for Discussion the Chairman closed the Meeting at 9.15pm.
