Minutes of Upton Warren Parish Council Meeting
Held on Wednesday 7th September 2011 at 7.30pm.
PRESENT.
Councillor C. Scott (Chairman), C. Poole (Vice-Chair), T. Daly. T. Dunkley.
District Councillor Mrs. J. Pearce.
APOLOGIES.

PUBLIC COMMENTS.
SWAN INN – BOUNDARY IMPROVEMENTS.
Several residents expressed unease that improvements to private land was funded by the Parish Council it could be seen as setting a precedence. It was pointed out that the land had been an eyesore at the entrance to the village, the Council were urged by certain residents to improve the appearance.
The owners of the land were prepared to share maintenance costs.
Land at the rear of the Old School House was overgrown with weed, the owner of the land to take appropriate action.

MINUTES.
The Minutes of the Meeting held on Monday 23rd May 2011 were approved by the Council and signed by the Chairman as a true record.
PROGRESS REPORT.
BYWATER FARM.
Enforcement action – travellers caravans moved off, wash blocks and hard core to be removed.
The adjacent caravan carries a five year temporary permit which expires February 2012, Wychavon to be reminded.
SWAN LANE - ? MAINTENANCE.
In view of residents opposition to the scheme it was agreed to review the matter in Spring 2012.
ACTIVITY ON LAND A38/RECTORY FARM.
Permission granted for hard core track.
Agricultural barn – Refused.
Model Car Race track – Approved for two years. Bund to be removed.
Two Horse Fairs planned for September and October. Enforcement order in place.
FINANCE.
ACCOUNTS FOR PAYMENT.
Cheques were drawn in favour of:-
David Miles Gardening Services £338.00 (July/August) Lengthsman.
Mrs. G. Pinfield - Half year salary £700.00 – expenses £75.77.
Worcestershire County Council £10.00 – Room Hire.
Proposed by Councillor Dunkley, seconded by Councillor Scott.
Cheques were approved and signed prior to the next Meeting for pending invoices from Clement Keys (External Auditor) and the Lengthsman fee.
INSURANCE.
The Council had accepted an improved premium from Zurich Insurance.
District Councillor Mrs Pearce to research joint purchase policy.
PLANNING.
Upton Warren Moors Pool – Replacement Birdwatching hide – No objection.
MATTERS FOR ACTION.
GRIT BINS.
Chosen locations – Swan Lane, M5 Bridge, Durrance Hill, Berry Lane, Manor Hill, Cooksey Green Lane.
CORRESPONDENCE.
Letter from Iain Selkirk – Internal Auditor offering his services if the Audit Commission is disbanded.
DISTRICT COUNCILLORS REPORT.
SWD plan due to be published 28th September. Councillors urged to comment, therefore it was agreed to meet on 9th November at 6.30pm prior to the Business of the Meeting.
Road Show – Wychbold Community Hall 3rd November 2011.
Boundary Commission – Constituency changes anticipated.

The Chairman closed the Meeting at 9.05pm.
