Minutes of Upton Warren Parish Council Meeting

Held on Wednesday 9^th November 2011 immediately following SWD plan meeting.

PRESENT.

Councillors C. Scott (Chairman), C. Poole (Vice-Chair), T. Daly, T. Dunkley, Mrs. A. Haywood.

District Councillor Mrs. J. Pearce, County Councillor Broomfield.

NO PUBLIC COMMENTS.

DECLARATION OF INTEREST.

MINUTES.

The Minutes of the last Meeting held on Wednesday 7^th September 2011 were approved by the Council and signed by the Chairman as a true record.

PROGRESS REPORT.

BYWATER FARM

Planning Application for stable block deferred until High Court action is withdrawn.  Enforcement Officer to investigate existing four bay animal shelter.

FOOTPATH TO CHURCH.

Worcestershire County Council confirmed that the footpath is not designated therefore not their responsibility

The Annual grant donated by the Parish Council towards the upkeep of the Churchyard could be used for maintaining the path.

ACTIVITY ON A38/RECTORY FARM.  

Police presence at the recent Horse Fair had produced the desired affect.

FIELD AT REAR OF SCHOOL HOUSE.

Name and address of owner required before action could be taken.

GRIT BINS.

Worcestershire County Council no longer supply grit bins, the Parish Council did not have sufficient funding to provide the bins.

FINANCE.

ACCOUNTS FOR PAYMENT.  

Cheques were drawn in favour of:-

David Miles Gardening Services £169.00 (Lengthsman). 

Worcestershire County Council £20.00 (Room Hire). 

Proposed by Councillor Haywood, seconded by Councillor Daly.

NO PLANNING.

COUNTY COUNCILLORS REPORT.

WASTE DISPOSAL INCINERATOR.

Inquiry begins 22^nd November 2011.

Increased costs, more efficient ways of recycling in place, the project looked doubtful.

County Councillor Broomfield informed the Council there was a small amount of  money available from his divisional fund for Parish projects.  Agenda next Meeting.

DISTRICT COUNCILLORS REPORT.

Wychavon new home bonus results published.

If constituency changes go ahead Upton Warren will be linked to the Bromsgrove Constituency.

Worcestershire County Council to gradually decrease their subsidy to the Sailing Centre.

PARISH MATTERS FOR DISCUSSION.

Several burglaries reported in the Parish.  Invite P.C Carter to January Meeting.

High speeds on the A38 – Police speed check to be requested.

The next Meeting to be held on Wednesday 11^th January 2012.
